The General Office of the State Council has issued the "Opinions on Unleashing the Potential of Sports Consumption and Further Promoting the High-Quality Development of the Sports Industry" (Document No. 31 of 2025 issued by the General Office):
The opinion of the State Council indicates that "promoting the healthy development of emerging sports such as low-altitude sports, outdoor sports, and e-sports" marks the transition of low-altitude sports from the periphery to the mainstream, and from spontaneous development to state guidance. Low-altitude sports generally refer to aviation sports activities conducted in the low-altitude airspace (usually below 1000 meters true altitude), including but not limited to: gliders, skydiving, hot air balloons, drone racing, aviation models, powered parachute sports, etc.
